The terminator is a cyborg that is designed to be a killing machine: to blend in to an environment and then kill a person. Its insides are all machine, and the outsides are actual living tissue of whatever species it is supposed to be (95% are human). When the outer tissue is damaged the inner body can be seen, and this is a horrifying site. Once the terminator has accomplished its mission, it returns to its boss to get another. Terminator's have no personality and no real need to see people, it just kills them and gets the job done. Terminators are typically beings of few words, speaking only when it is necessary to remain undercover. They are methodical killers who always get the job done.
The Terminators were originally invented, before the Coming of the Rifts(R), by governments to work as assassins, blending into their surroundings and killing their target. Little more is know about their purpose in those times.
After the Coming of the Rifts(R), an evil ruler of a North American city discovered their remains. He refitted them to be effective on Rifts(R) Earth, making their innards Mega-Damage and equipping them with state-of-the-art optical systems. He used them to dominate his opposition, using them to murder countless individuals.
After many years of this man's rule, he was defeated by a group of mages. These mages used their special powers to send some of the terminators to before the Coming of the Rifts(R), to try to prevent the nuclear holocaust that caused it. Needless to say, they failed.
When these mages died, the terminators were forgotten about until very recently. An intrepid adventurer discovered them, and has been auctioning them off as killing machines to the highest bidder.
Alignment: Technically none, because they have no real personality. But we'll call them diabolical, or whatever their masters are or program them to be.
Horror Factor: None if the outer body is intact. Between 9 and 12, depending on how much of the inner body is revealed (GM discresion).
Size: 6 feet. Weight: 500 lbs.
Attributes: The Terminator NPC does not have some attributes, because it has no real brain. The ones that it does have are: IQ: 8, PS, 30 (supernatural), PP: 19, PE: 30 (supernatural), PB: GM decision (decide how hot Arnold is), Spd: 25.
Hit Points/MDC: The terminator is unique in that it has natural skin, but un-natural insides ("Living tissue over metal endoskeleton"). The skin will take damage from normal SDC weapons, but the terminator feels nothing when this happens. When shot with an MDC weapon, it goes right through the skin and does damage to the mechanical part of the terminator.

Combat: 6 attacks per melee, +7 to strike, shoot, parry, etc (pretty much everything), +10 to dodge.
Weapons: Terminators are well versed in the use of almost any weapon. They can use almost any weapon that they pick up lethally. Terminators are typically equipped with a MD shotgun, pistol, rifle, or ranged weapon of some sort, a vibroblade, and something along the lines of a MD or SD Uzi. They also use laser scopes a lot.
Abilities: 1. The terminator will regenerate lost MDC at twice the normal rate.
2. The terminator has the following cybernetic enhancements to its eyes (see P. 231 of Rifts(R) for what they do): Thermo-imager eye, telescopic eye, Multi-optic eye.
*3. When a terminator is "dead," there is a chance that it can survive. There is a 20% (roll percentile) chance that the terminator will be able to find a way to bypass the destroyed portions of its body. This takes 4 melees (one minute) to accomplish, and when it is done, the terminator has one-third of its base MDC.
*4. The terminator can mimic any voice that it has heard.
*5. Wounds will heal in 1D6 days.
*6. Power cells will last for 120 years.
*7. The terminator’s "brain" is a neural net processor, which is a learning computer.
*8. Terminators don’t have to breath.
Terminator RCC
The terminator is probably not a very good player character, because all he does is kill and report to get another job. He doesn't talk, eat, care about money, have a personality, or anything at all human. I have included this RCC here on the chance that someone is obsessed with The Terminator and wants to play one. This should really be called an OCC as well as an RCC, because they don't get another occupation. Terminators are typically characters who love carnage and destruction, and are best if played by hack-and-slash or munckin players. One thing that can be fun for a normal player playing a terminator is trying to get around restrictions that the master places on it (like Arnold in T2 getting around not killing people by shooting them in the legs).
Alignment Restrictions: none. Typically diabolical, unless the current master tells it otherwise.
Attributes: IQ: 2D6+3, MA: 1D6, ME: 1D6, PS (supernatural): 30, PP:24, PE (supernatural): 5D6, PB: 3D6, Spd: 25.
PPE: None

Standard Equipment: MDC rifle, MDC pistol, MDC knife, SDC rifle, SDC pistol, SDC knife, 1D4 ammo clips for whatever it applies to, possibly a vehicle (normally a motorcycle or semi-truck), clothes, things to blend in to the crowd.
Money: Terminators don't care about money and therefore don't start out with any.
Cybernetics: Multi-optic eye. They can get others, but they will never have money to pay for them.
